Edmonton Public Schools to install carbon monoxide detectors in all its schools

The Edmonton Public School Board has plans to install carbon monoxide detectors in all its schools and the province is considering making them mandatory across Alberta.

With a few exceptions, Edmonton schools do not have carbon monoxide detectors.

The devices are mandatory in new homes but there are currently no rules regarding schools.

“We’re installing CO detectors in all of our schools,” said Chris Wright with Edmonton Public.

“We’re still finalizing some of those details on the scope and that sort of thing. But that’ll be an installation that we move forward with over the course of this year.”

The issue was pushed into the spotlight after a recent case in Montreal. About 50 students and staff at the school had to be treated for carbon monoxide exposure after the furnace malfunctioned.

Shortly after, the province mandated carbon monoxide detectors in all Quebec schools.

약 50여명의 학교 학생들과 교직원들이 furnace(Gas로 온풍을 만드는 캐나다의 가정 및 상가 건물 대부분에서 사용하는 난방장치)의 오작동으로 인해 일산화탄소에 노출 되었었다.

While building codes don’t require them in Alberta, there’s a push to make them mandatory and it appears it’s gaining traction.

“If we’re encouraging the public to have these in all their homes, I don’t understand why they shouldn’t be in schools as well,” said Don Voaklander with the University of Alberta Injury Prevention Centre.

Alberta’s minister of education echoed that sentiment.

“We’re certainly looking at those things,” David Eggen said Monday. “It was a tragic incident that precipitated those changes and we want to be proactive.”

Edmonton’s fire chief also weighed in, saying he thinks carbon monoxide detectors need to be anywhere people gather.

In Calgary, the public school board has installed carbon monoxide detectors in all its schools at a cost of about $4,000 per school. The alarms were paid for by the school board and were installed in August 2017 after a couple of scares in that city, where students were sent to hospital.

Edmonton Public Schools expects to spend between $50,000 and $100,000 to install the detectors.

Edmonton Catholic Schools currently does not have plans to install detectors in all their schools. However, a spokesperson said the district does put them in automotive classrooms and in school portables.

Edmonton Public School

CTV Edmonton
Thursday, January 24

Call to test for radon levels in Edmonton homes

Experts are encouraging Edmonton homeowners to test for radon—a colourless and odourless gas that can cause lung cancer.

The president and CEO of The Lung Association, Leigh Allard, was shocked when she learned how high radon levels were at her Terwillegar home.

“I understood the risks to radon, but I didn’t realize how high the levels could be,” she told CTV News.

Allard’s house had more than 800 Becquerel of gas—four times the amount Health Canada deems safe.

“Panic and fear went through me,” Allard said, so she called a specialist.

“It’s a risk in every home,” Radon Gas Removal Systems Inc. Owner Bill Elms said. “What we’re finding in Edmonton, this house could be 800, the house next door is tested and it could be 50. It all depends on the fractures of the earth. The gas takes the course of least resistance.”

Dr. Aaron Goodarzi recommends the Evict Radon 90 Day Test Kit, which costs $60, to find out how much radon there is in your home.

“All they do is place the radon device in the lowest level of their home … leave it there for 90 days, approximately three months. Those should be winter heating months.”

The deadline to join the radon study is next Thursday.
Allard wants the government to create radon rebate programs, similar to those offered in the United States.
“We need to do more to protect people’s health.”

CTV Edmonton Tuesday, January 15, 2019

City considers cutting routes for more frequent service

The City of Edmonton hopes a proposal to improve bus service along major routes will make the system more efficient and attractive to Edmontonians—but the plan, as it stands, could leave some communities without buses at all.

Westridge resident Ryan McKay used to drive downtown. Then, tired of Fox Drive traffic, he switched to taking the neighborhood express bus.

If the network is overhauled like the city is discussing, the bus stop he and his kid's use would be eliminated.

“How do I get my kids to school?” he asked councilors Tuesday, bringing his concerns directly to city hall.

The city’s plan is to eliminate slow, meandering neighborhood routes that have low ridership. According to an ETS spokesperson, the routes on the chopping block all had between two and five people per bus trip.

In the stead of fewer routes, buses would run more frequently on the major circuits.

“If we realign the routes there will be some folks who are sadly not in as good a position as they were before, but the intent is that a lot more people will be in a much better position,” explained Mayor Don Iveson.

Don Iveson

However, the plan presents a different challenge known as the “first mile, last mile” problem—or the distance a rider needs to travel to and from their stops in order to complete a commute from Point A to Point B.

To address this, councilors have asked city staff to compare integrating a ride-share or taxi service, or a modern version of dial-a-bus.

“Looking at on-demand service, I think, is an innovative and appropriate response,” Iveson said. “Lots of other communities are going this way.”

Whichever decision is made, Ward 10 Councillor Michael Walters is asking the city to communicate it clearly to residents.

“We have to begin to spell those out for folks pretty quickly because I sense a growing frustration about, ‘What are you guys actually talking about when it comes to my neighborhood transit needs?’” he said.

The city’s report is due in November, which staff say is enough time for council to choose and roll out a solution by mid-2020.

Chocolate sea salt: May 25, 2019
Coconut chocolate: May 30, 2019 and Oct. 13, 2019
Blueberry: May 28, 2019

The best before dates can be found on the side of each bar’s wrapping or on the side of each carton.

The first two flavours were recalled in the U.S. last December, but the company has expanded the recall amid consumer reports of allergic reactions. There have been no reports of allergic reactions north of the border.

The bars were sold across Canada at stores and online, according to a release by the Canadian Food Inspection Agency.

Canadian Food Inspection Agency

The release explains that the recall was triggered by the company, and the CFIA is currently conducting a separate investigation that could lead to another recall expansion.

Anyone with a peanut allergy should not consume these products as the results could be life-threatening, the release said.

The bars can be thrown out or returned to the place of purchase for a refund or replacement.

Consumers with any further questions can contact RXBrands directly by email at info@rxbrands.ca or call 1-647-503-4833.

Edmonton

January 9, 2019, Global News

ETS 인스타그램

Single cash fare for ETS going up on Feb. 1

It will cost some users a little bit more to use the Edmonton Transit Service at the beginning of February.

On Feb. 1, single cash fares are going up by 25 cents to $3.50.

Prices for all other fare products, including ticket booklets and monthly and annual passes, will not be changing, ETS said.

“ETS encourages passengers to save money by purchasing a booklet of 10 tickets or a monthly or annual pass,” branch manager Eddie Robar said. “The savings can be upwards of $1 per trip.”

+++++   ETS 정기권 요금제   +++++

Despite the increase, ETS said fare prices in Edmonton remain competitive compared to other cities in Canada of a similar size.

A monthly adult pass is Edmonton is $97, while it will cost $106 in Calgary and $116.50 in Ottawa. A single cash fare is slightly cheaper in Calgary at $3.40.

The increase is part of the operating budget that council approved in December.

December 14, 2018, Global News

A new supermarket specializing in Korean food is planned to set up shop on the long-vacant corner of a south Edmonton development, and its arrival could mean a boost in foot traffic for neighbouring businesses.

H-Mart confirmed to Global News that it plans to open a store in South Park Centre early next year, located between Calgary Trail and Gateway Blvd. north of 34 Avenue.

Spokesperson Tae Kim said Edmonton is a “very interesting market” with strong demand for its products from the city’s Korean community.

Whole Foods was originally set to fill the 42,000-square-foot space in the fall of 2016, but the American natural and organics food chain officially cancelled those plans in January 2017.

The location was previously a Canadian Tire for many years, however it closed when a giant, two-story location opened a few blocks away in South Edmonton Common.

Petland, located a few doors down, expects an increase in customer foot traffic with H-Mart’s opening, store manager Amanda Annas told Global News on Friday.

“With H-Mart moving in, it’s a great way to help grow the community and the development,” Annas said. “It helps bring foot traffic into our store and helps grow our business so anything that will help do that, we’re pleased to have it happen.”

H-Mart has stores across the United States as well as in Toronto and the Vancouver area. The company said this is their first Edmonton location, and it eventually plans to open more stores in the city.

Manitoba snow maze on track to break world record

Winding walls of ice and snow, an outdoor attraction south of Winnipeg is aiming for an amazing distinction — a new Guinness World record as the largest snow maze.

A snow maze south of Winnipeg hoping to break a Guinness World Record is now open to the public.

“We didn’t do any advertising because we actually had no idea when we would be done,” says the maze’s owner, Clint Masse.

It’s a corn maze in the summer, and for the first time ever, a snow maze in the winter.

“Everything really looks the same, in the corn maze you’re kind of able to cut corners and walk through the corn on the unbeaten path,” says one maze participant.

Staff at A Maze In Corn are thrilled to finally share their creation with Manitobans after weeks of unstable weather.

“We got done on January 5th and Manitobans saluted us well by showing up and supported amazing corn once again,” says Masse.

It’s expected to be more challenging than their annual corn maze.

It can take 45 minutes to an hour from start to finish.

“It’s busier than I thought it would be but that’s us Winnipeggers, coming out in the cold and enjoying the snow,” another participant said.

The walls were built with wood frames and packed with snow. They stand six-and-a-half feet tall.

The current record is held by the Fort William Historical Park in Thunder Bay, Ont.

January 4, 2019 Global News

New food guide to encourage Canadians to eat more plant-based protein

An overhaul of the Canada Food Guide is set to be released soon, a highly anticipated makeover that will do away with the rainbow visual many Canadians associate with the dietary guide commonly used in hospitals and daycares.

One of the major changes expected in the new food guide is a focus on plant-based sources of proteins – a move that has sparked concern among industry players including the Dairy Farmers of Canada.

In a document put out for consultation, Health Canada noted a majority of Canadians do not eat enough vegetables, fruits and whole grains, and many also drink beverages high in sugars.

Health Canada

It also said what is needed is a shift towards a high proportion of plant-based foods generally.

The documents said the change could help Canadians eat more fibre-rich foods, eat less red meat, and replace foods that contain mostly saturated fat with foods that contain mostly unsaturated fat.

Hasan Hutchinson, director general of nutritional policy and promotion at Health Canada, says it is exciting to get to the stage where the department can show Canadians and stakeholders the revamped guide.

B.C. hopes new rules mean fewer deaths on mountain highways

RCMP, Town of Revelstoke hope new chain-up regulations for big rigs will make Trans-Canada Highway safer

The mayor of Revelstoke, B.C., has a unique perspective on just how deadly Highway 1 can be.
Gary Sulz has come face-to-face with some of the people killed on the highway between the city and Golden, B.C.

The 150-kilometre stretch of highway cuts through the Selkirk Mountains and includes Rogers Pass, a national historic site with an elevation of 1,330 metres.

While Sulz has been mayor for only a couple of months, he's been a funeral director in town for nearly three decades. During that time, he's been called out to dozens of fatal crashes.

Sulz helps remove victims from wrecked vehicles. Passenger cars, pickup trucks, SUVs and big commercial trucks — he's seen it all.

"These are things I see on a regular basis," said Sulz.

The RCMP say that this year, to the end of November, they've been called out to 364 collisions and 14 fatalities on a 140-kilometre stretch of the Trans-Canada between an area east of Craigellachie to east of Rogers Pass.

Sulz is hoping the B.C. government's new chain-up regulations for big commercial vehicles will make the highway safer. It's now mandatory for truckers to carry chains on the Trans-Canada from October to March between Golden and Kamloops and in several other B.C. mountain passes.

The regulations cover vehicles with a gross weight in excess of 11,794 kilograms (with separate traction requirements for vehicles under that weight). The new regs show exactly which tires need to be chained up when the roads turn treacherous and a mandatory chain-up requirement is put in place.

The stricter regulations follow one of the worst years for highway closures caused by commercial vehicles that either spun out or were involved in collisions. The province says "unprepared commercial trucks" caused 41 closures last winter.

The stricter rules require truckers to chain up as many as six tires if the rig includes two trailers — up from just one tire requiring chains.

Passenger cars must use winter tires with either snowflake or M&S (mud and snow) symbols on designated highways between Oct. 1 and April 30.

Counselling for trauma
The carnage has taken a personal toll on Sulz.

"To say that some of us out there, [that] our lives have been changed because of poor road conditions or inexperienced driving, I'd say, yeah, it's very, very prominent," said Sulz.

A couple of years ago, Sulz and some emergency workers recovered victims from a car that was lodged underneath a commercial transport truck near Rogers Pass a, few days before Christmas.

Sulz wasn't sure how many people were inside the car, but he soon realized the female driver wasn't alone. After the car was lifted up and they were able to get inside, Sulz found two young children inside. Both were dead and were roughly the same age as his own grandchildren.

"For me, that was like lifting my own grandchildren," he said, his voice breaking with emotion.

"I ended up seeking counselling for that because that stuck with me for a very long time," he said.

More traffic, more collisions
The head of the local RCMP detachment says there are several reasons more crashes are happening — more traffic and tired, inattentive drivers.

"The volume of traffic passing through on the Trans-Canada Highway is getting greater every year," said Staff Sgt. Kurt Grabinsky.

"More tourism, more commercial product being moved and it's leading to greater numbers on the highway, which is leading to greater collisions," he said.

Grabinsky is hoping the new chain-up regulations make a difference, but he admits it's going to be a challenge.

A recent road-side enforcement blitz on the Trans-Canada found some truckers who didn't know where the chains were on their rigs or how to put them on.

"I hate to be judging them, but in an industry where you are driving on roads where conditions change all the time, one should be capable of driving in all conditions," he said.

"One should be prepared to drive in deep snow, heavy rain with hydroplaning, conditions were chaining up is a good thing."

"The statistics are showing that trucks are falling off the road, they're going off the road, they're spinning out. They needed some direction. Although chain-up legislation existed, this is a little more stringent."

There were 13 commercial drivers killed in motor vehicle incidents in B.C. in 2017, the highest number in at least 10 years. A passenger in one of those rigs was also killed.

Overall, the number of traffic deaths has been falling on average by 3.2 per cent per year since 2008. There were 298 fatalities in the province last year, 99 of those in the southern interior.

At 1,330 metres, Rogers Pass is not the highest mountain pass in B.C., but that stretch of the Trans-Canada through Glacier National Park is known for a mind-boggling amount of snow each year — an estimated average range of 10 to 12 metres, or 32 to 40 feet, prompting on average of nearly 40 unplanned highway closures every winter.

The closures are mostly the result of vehicle crashes or avalanche control and cleanup.

'Rolling the dice'
Local tire shop owner Ryan Hunter, whose wife is from Calgary, says his family stays off the Trans-Canada to Alberta through the winter — unless the trip is absolutely necessary.

"You're basically rolling the dice every time you get on that highway as to whether you're going to get there in one piece or not," said Hunter.

+++++++++++++++++++++++++++++++++++++++++++

Your tax bill could change in 2019. Here's what to expect.

A whole host of federal tax changes come into effect in the new year. Some will hit your paycheque, others your bills — and if you're a small business owner, there are a couple of changes coming for which you've likely been preparing for months.

Starting in January, Canadians' Canada Pension Plan contributions increase from 4.95 percent to 5.1 percent on earnings between $3,500 and $57,400. It's the first of five years of graduated increases running until 2023, when the rate will reach 5.95 percent.

The increases are going to pay for what eventually will be an enhanced CPP. The Quebec Pension Plan will see similar changes.

"You can think of it as a cost right now, but you're actually going to be contributing toward an enhanced Canada Pension Plan benefit over time, ultimately leading to a higher amount of pensionable earnings," said Jamie Golombek, managing director of tax and estate planning with CIBC.

"So you're actually going to get something in return for that extra contribution."

Partially offsetting that increased CPP contribution on your paycheque will be a drop in Employment Insurance premiums, from $1.66 to $1.62 per $100 of insurable earnings.

2019 also will be the first tax year when low-income workers can qualify for a more generous Canada Workers Benefit, a program intended to help the working poor stay employed.

The maximum benefit will increase by between $300 and $400, based on whether the applicant is single or part of a family. That brings the maximum benefits to $1,355 for a single person or $2,335 for a single parent or couple, depending on personal incomes.

However, as 2019 is the eligibility year, low-income workers will have to wait until 2020 to get the boosted benefit.

Experts say more than half of Canadians who live in poverty are working.

"Gone is this idea, I hope ... that people live in poverty because they just need to find a job, they need to pull up their boot straps and get off their couch," said Michele Bliss of the non-profit advocacy group Canada Without Poverty. "That idea is so antiquated."

Small business tax changes
One of the big news stories of the past year and half has been the changes the federal government is making to small business taxes. The most controversial change affects the rules on how much passive income an incorporated small business can hold.

Passive income is money earned in interest on funds that sit idle within an incorporated business, without being reinvested or used to cover operating expenses. As of January 1, business owners can generate up to $50,000 in passive income before they start to lose access to the advantageous small business tax rate.

Small businesses pay a relatively low tax rate — currently 10 per cent — on the first $500,000 of business earnings. But starting in January, if those businesses hold in excess of the new limit on passive income, some of that first half-million in earnings will be subjected to the much higher corporate rate, depending on how far over the new limit they are.

The federal government's goal is to encourage business owners to reinvest their passive earnings into their businesses, or into hiring more people, rather than sitting on the cash.

"I think a lot of small businesses are still unaware that some of the changes are coming," said Dan Kelly, president of the Canadian Federation of Independent Business.

"In fact, that's one of my biggest worries. I think a lot of firms are sitting ducks for the Canada Revenue Agency."

However, the small business tax rate is going down from 10 to 9 per cent in 2019 — a move long promised by the Liberal government, one that many saw as an attempt to placate a small business community angered by the passive income changes.

"But the passive investment increases are going to eclipse any reduction in taxes that a small business might feel," said Kelly.

Still, the federal government estimates the average small business — one that has eligible business income of $107,000 — will keep an extra $1,600 per year after the cut.

And for some really small businesses — especially those with no passive income to worry about — that tax cut will be very welcome.

"2018 was actually one of the toughest years we've had.
We sell a niche product that's been copied and is now sold in box stores. So we're competing with a lot of big businesses here," said Katrina Barclay of Malenka Originals in Ottawa. Her store refurbishes outdated furniture with special chalk paint.

"At the end of the day, at the end of the month, if there's a little bit of extra money left over that we can reinvest into the business, then it definitely helps."

Higher prices at the pump
Possibly the most politically charged tax change coming in 2019 is Ottawa's new carbon pricing system. In jurisdictions that don't have carbon pricing mechanisms of their own, Ottawa will levy a tax on fossil fuels of $20 per tonne of greenhouse gas emissions starting in the new year, rising by $10 each year to $50 a tonne by 2022.

Gas(주유소 가격) 가격의 상승

Emissions over set limits from large, industrial emitters in provinces without carbon pricing systems will fall under the federal governments carbon pricing rules starting in January. For consumers, the cost of fossil fuels and the services they support will start going up in April.

The government estimates that, once the carbon tax is in place in the provinces where it will be imposed, the cost of a litre of gasoline will go up 4.42 cents, natural gas will go up 3.91 cents per cubic metre and propane will go up 3.10 cents a litre.

People in those provinces will get direct rebates to offset the increased costs. The amount will vary based on the province and the number of people in the household. In Ontario, for example, the rebate for the average household (defined as 2.6 people) would be about $300 a year, or about $248 in New Brunswick, or $336 in Manitoba, or $598 in Saskatchewan.

"I think the government has designed this system in a way that will prevent us from getting a big ding from the carbon pricing system," said Nick Rivers, Canada Research Chair in Climate and Energy Policy at the University of Ottawa.

In Yukon and Nunavut, consumers will see the cost of fossil fuels rise due to carbon pricing — but because the territories themselves are adopting the federal system, the revenue will go to the territorial governments, not to individual households.
